Official Community Plan (OCP)
Zoning Bylaw
The Official Community Plan (OCP) and Zoning Bylaw are the primary land use and development policy mechanisms for the City. The OCP lays out a broad vision for how the city will develop and where different land uses will be distributed, as well as sets the direction for the City's transportation network, sustainability initiatives, and social planning policies.
The Zoning Bylaw is the primary implementation mechanism of the OCP. It regulates the development permissions of land as divided into different "zones," with these regulations intended to enact the goals included in the OCP.
OCP & Zoning Bylaw Update
Langley City is currently in the process of comprehensively updating its OCP and Zoning Bylaw to set a new vision for the city's growth. Driven by the context of a planned SkyTrain extension and rapid growth in the City and its surrounding area, the new OCP will reinforce and strengthen Langley City's position as a Regional City Centre and as a thriving and sustainable community with a great quality of life.
Nicomekl River District Neighbourhood Plan
The Nicomekl River is a Langley City centerpiece, bridging the north and south sides of the city with a vast expanse of parks, trails, and natural areas. The Nicomekl River District Neighbourhood Plan will complement the OCP, expand on the river's position as the city's premium outdoor space, and strengthen it as a city-binding link by improving access to the river, bringing additional amenities to the area, and introducing new policies for nearby development.

Langley City's award-winning Downtown Master Plan is a comprehensive strategy for the long-term redevelopment of our downtown. It was developed over three phases between 2007 and 2009 and includes a range of policies to encourage investment, development, and economic activity in our central core. Though the plan is generally intended to formalize a vision for downtown, it also includes specific design guidelines that are enforceable through the Downtown Commercial Development Permit Area in the Official Community Plan.
Master Transportation Plan
The Master Transportation Plan outlines Langley City's comprehensive strategy to improve access and travel within the city, as well as the connections outside of it, for all modes. For example, it includes detailed strategies for enhancing sidewalk coverage for pedestrians, improving crossings for bicycles, adding transit passenger amenities, and establishing additional key connections in the road network.
Sustainability Framework
As Langley City continues to grow, we are committed to ensure that we develop in a way that is environmentally, economically, and socially sustainable. Our Sustainability Framework outlines how we plan to achieve this goal in areas ranging from parks to solid waste management.
Regional Growth Strategy
The Regional Growth Strategy (RGS) is a development plan for all of Metro Vancouver. It is created through a collaboration between the Metro Vancouver Regional District and its member municipalities to determine the region's planning goals and how each municipality will contribute to achieving them. The RGS identifies Langley City as one of seven Regional City Centres intended to take on a significant role in accommodating residential and employment growth and providing services and amenities to a large surrounding area.
