Council Meetings & Public Hearings

Regular Council Meetings are held at 7:00 p.m. in the Council Chambers at City Hall.  View the 2023 Regular Council Meeting Schedule below. 

Public Hearings are held on an as needed basis, usually on the same day as Regular Council Meetings.  When a Public Hearing is required, it is held at 7:00 p.m. with the Regular Council Meeting immediately following after the close of the Public Hearing.  For information on the Public Hearing process, see the section below - Public Hearings.

Effective January 1, 2023, the Regular Meetings of Council will be held in the Council Chambers, Langley City Hall, 20399 Douglas Crescent, Langley BC at 7:00 p.m., unless otherwise resolved by Council.

Attend a Council Meeting

Members of the public are welcome to attend Regular Council meetings at City Hall to observe the proceedings.

Regular Council meetings are held in the Council Chambers, 2nd Floor, City Hall, 20399 Douglas Crescent.

Delegation & Community Spotlight Requests

Delegations and Community Spotlights on all subject matters within Council's jurisdiction are welcomed at the City of Langley.  Delegations or community spotlights are presentations to Council by a member of the public or an organization for the purpose of highlighting topics of municipal interest or concern.  

Delegation is a term used to define the process whereby an individual, group, or organization appears before Langley City Council to make a request of Council, monetary or otherwise.

Community Spotlight is a term used to define the process whereby an individual, group, or organization appears before Langley City Council to provide information or updates on an event or activities.

To appear as a Delegation or Community Spotlight a letter must be written or form completed and sent to the Corporate Officer, requesting to appear as a delegation or community spotlight, and outlining in general terms the subject matter. Click here to download and fill out the pdf fillable form. On receipt of the letter or form, the Administration Department will advise you as to the date and time for your delegation to be heard by City Council.

Please ensure your request is received by the Corporate Officer by Noon on the Wednesday prior to the scheduled Council Meeting, at the very latest, as there is a limit of 3 Delegations and 2 Community Spotlights which can be heard at any Regular Council Meeting.

While we will try to accommodate your request as best we can, we cannot guarantee that you will be scheduled for the council meeting of your choice.

Regardless of the number of people in your delegation or the number of topics you wish to cover, the delegation as a whole is permitted 5 minutes to make its submission to Council, and Community Spotlights are permitted 10 minutes. If you have written material that you wish to provide to Council prior to the meeting, please forward it to the Administration Department by noon on the Tuesday prior to your scheduled appearance. Council will then have sufficient time to review your material in advance of the meeting. Please note, that any material that you provide will be included in the respective public meeting agenda and made available to the public upon request.

Public Hearing or Public Input

In accordance with recent changes to provincial housing legislation adopted by the Province of BC on November 30, 2023 the City must not hold a Public Hearing for rezoning applications for residential developments that are consistent with the local government’s Official Community Plan (OCP). However, members of the public may still share their views with Council by way of written input submitted to councilmeetings@langleycity.ca or by mail to: Deputy Corporate Officer c/o Langley City Hall, 20399 Douglas Crescent, Langley, BC, V3A 4B3 until 12:00pm on the day of 1st and 2nd reading of the proposed rezoning bylaw.

Public hearings are still being held for rezoning applications of non-residential development applications. 

When a proposed rezoning application is brought forward for Council consideration, a notice containing details about the development will be posted on the homepage of the City's website under the "News & Announcements" section.

Public Hearing & Public Input Submission

Public input for residential rezoning applications that are consistent with the City’s Official Community Plan:
Members of the public may submit input for Council consideration of a residential rezoning bylaw in writing by email to councilmeetings@langleycity.ca or by regular mail to the Deputy Corporate Officer, c/o Langley City Hall, 20399 Douglas Crescent, Langley, B.C. V3A 4B3. This input must be received by no later than 12:00 pm on the day of the council meeting at which 1st & 2nd reading of the bylaw will be considered.  All correspondence submitted by the deadline will form part of the public record and may be published in a meeting agenda.  

Public Hearing for non-residential zoned properties, or residential properties for which the proposed zoning is not consistent with the City’s Official Community Plan:
Anyone who believes their interest is affected by the proposed bylaw(s) may submit input in writing and/or attend the public hearing to provide verbal input. Written input may be submitted by email to councilmeetings@langleycity.ca or by regular mail to the Deputy Corporate Officer, c/o Langley City Hall, 20399 Douglas Crescent, Langley, B.C. V3A 4B3 and should be received by no later than 12:00 pm on the day of the Public Hearing.  All correspondence submitted by the deadline will form part of the public record and may be published in a meeting agenda.  

Personal information other than the name and residential address (street and municipality only) will be severed from any correspondence received prior to publishing.

AFTER ADOPTION OF 1st & 2nd READING OF A REZONING BYLAW OR AFTER A PUBLIC HEARING:

Council members cannot accept any further input or submissions after the adoption of 1st & 2nd reading of a rezoning bylaw that is consistent with the City's Official Community Plan or after the close of the Public Hearing. This is to allow a fair, transparent process as established by provincial case law.

ATTENDING A PUBLIC HEARING

When a Public Hearing is scheduled, members of the public may attend to observe and/or participate in person at Langley City Hall in Council Chambers.

At the Public Hearing, those in attendance who believe that their interest in property is affected by a proposed bylaw will be provided an opportunity to make representations to Council and shall be given a reasonable opportunity to be heard. Before providing your input for Council consideration, you will be asked to provide your first and last name, the street number/name (not the house number), and City of your residence.

Please note that this is a public meeting that will be livestreamed and recorded and made available for viewing on the City's website. This information will form part of the public record.
